Dear Dr. Zahid,

Beneath the tranquility of the mountains and the serenity of the verdant forests covering Cordillera Mountains, where Sagada is located, are pictures of agony and anguish among many indigenous communities, especially women, youth, and children who are dying every year due to lack of basic health services compounded by lack of basic infrastructures. In Ifugao Province alone with only over a hundred thousand population size, about a hundred abortion cases are reported every year, has doubled its MMR last year, only 1/3 of deliveries were done at health facilities, and only more than ½ of deliveries were attended by skilled health personnel.

Our LGUs, with our assistance, are like forest fire fighters incessantly pouring waters to the multitude bush fires of deaths devastating our mountain communities. Within the span of two years, we have already passed all the local policies indicated in the 6th Country Programme. But these efforts are not enough to curtail the gargantuan problems of the Cordillerans. We need greater support and assistance from the National Government. Unfortunately, even a lip service, they could not give.

Dear Roy,
UNFPA's efforts in Ifugao must be lauded and I am very proud of the work that you and your colleagues in the government, NGOs, and UNFPA have contributed to creat a positive policy environment. I think your continued efforts will definitely result in the welbeing of the people of Sagada not to distant.
Best wishes,
Zahid
